Housing trust funds are state, city or county government accounts that support affordable housing initiatives. They often have a dedicated source of funding separate from general funds. HTFs are established through ordinances or legislation that assigns local administrators and specifies requirements for fund expenditures, revenue sources and eligibility.
HTFs help address the need for affordable housing by encouraging affordable homeownership and supporting affordable rental housing. They represent a commitment on the part of government officials and the community to ensure that affordable housing remains a priority.
Currently, there are almost 600 HTFs at the county, city and state levels. These funds provide more than $1.6 billion annually to support affordable housing needs.
