Statement of intent
Habitat for Humanity International intends to make an application for Neighborhood Stabilization Program 2 funds to the U.S. Department of Housing and Urban Development. Awarded NSP2 funds will be used in activities that will rapidly arrest the decline of targeted neighborhood(s) that have been negatively affected by abandoned, foreclosed, or vacant properties. HFHI’s application will be national in scope, and will utilize the services and capacity of Dallas Area Habitat for Humanity to complete NSP2 activities within this community.

All NSP2 funds will be used to benefit individuals whose income does not exceed 120% of Area Median Income. At least 25% of NSP2 funds will be used for purchase and redevelopment of abandoned and foreclosed-upon homes and residential properties to house individuals and families whose incomes do not exceed 50 % of area median income.

Amount of funds
NSP2 funds will be awarded through a national competition in which eligible applicants will compete for up to $1.93 billion. HFHI will seek funds nationally, of which $29,949,000 is targeted for use within the target geography described below.

Target geography
Census tracts: 115, 27.01, 27.02, 87.03, 101.01, 167.01, 170.01 & 39.02.

In the outer areas of the city, such as census tracts 167.01 and 170.01, overbuilding of subdivision lots in the mid 2000s created a glut of developed lots. Southeast Dallas has 78 months worth of vacant, developed lots. In the in-fill areas, abandonment has been caused by loss of employment opportunities, lack of economic development, lack of amenities and commercial development and high crime. The target areas are severely and detrimentally impacted by the condition of the derelict properties, as evidenced by the fact that in a recent four-month period there were 3775 code violations in the target areas. These target areas all have very high crime rates.

Dallas is economically and geographically divided by the Trinity River: North Dallas is affluent while South Dallas has, for many years, been left to languish. All of the proposed target areas lie in South Dallas. The Editorial Board of The Dallas Morning News undertook a campaign to close this gap starting in June 2008. For the past year, the newspaper has detailed both the problems and the promise of South Dallas, including Dallas Habitat’s NSP2 target areas. More specifically, the target areas are plagued by large swaths of underused and undervalued land, minimal commercial development, high unemployment, poor schools, high crime rates, and a history of racial tension and segregation. As a telling example, South Dallas residents do not even have access to local grocery stores.

NSP 2 funds will be an important resource that will allow Habitat to reconnect families in the target areas to the greater community.

Use of funds
HFHI proposes to utilize the capacity and services of Dallas Area Habitat for Humanity to acquire and redevelop demolished or vacant properties as affordable housing in the identified census tracts (250 units).

Overbuilding has created a glut of developed lots in the outer more suburban Dallas target areas. Excessive abandonment caused by loss of employment opportunities, lack of economic development, lack of amenities and commercial development and high crime are key factors in the continued decline of the urban target areas. Habitat will use NSP 2 funds to build 250 new homes on vacant lots and sell the homes to low-income families.

In target areas, Habitat has built a community center and 297 homes will be completed by the end of 2009. Habitat owns 248 vacant lots that are ready for new construction using NSP 2 funds. The city of Dallas has identified target areas as Neighborhood Investment Program Target Areas. And, Habitat was awarded 44 additional tax-foreclosed lots from the City of Dallas’ Land Bank program to assist in the stabilization of the community. NSP 2 funds will be important in reconnecting the target areas to the greater community.
