Statement of intent
Habitat for Humanity International intends to make an application for Neighborhood Stabilization Program 2 funds to the U.S. Department of Housing and Urban Development. Awarded NSP2 funds will be used in activities that will rapidly arrest the decline of targeted neighborhood(s) that have been negatively affected by abandoned, foreclosed, or vacant properties. HFHI’s application will be national in scope, and will utilize the services and capacity of Habitat for Humanity of Greater Miami to complete NSP2 activities within Miami-Dade County.

All NSP2 funds will be used to benefit individuals whose income does not exceed 80% of Area Median Income. At least 25% of NSP2 funds will be used for purchase and redevelopment of abandoned and foreclosed-upon homes and residential properties to house individuals and families whose incomes do not exceed 50 % of area median income.

Amount of funds
NSP2 funds will be awarded through a national competition in which eligible applicants will compete for up to $1.93 billion. HFHI will seek funds nationally, of which $6.9 million is targeted for use within the target geography described below.

Target geography
Census tracts 9.03, 15.01, 15.02, 17.01, 18.01 and 18.03.

The target geography in Miami is six contiguous census tracts in an established African-American, single-family neighborhood in Miami-Dade County’s urban core. This area, encompassing part of the Liberty City neighborhood, continues to have one of the highest crime rates in the County, failing schools and high unemployment rates. In the last ten years, the Liberty City neighborhood has also lost 850 units of public housing demolished as part of a HUD HOPE VI initiative. The displacement of these low-income families has added to the decline of an already economically unstable area. It has been well documented that Miami-Dade County has been severely affected by the over-valuation of housing - a “bubble” now burst - which, in combination with the ready availability of subprime mortgages, is the most critical factor causing abandonment and foreclosures in the target geography. On average, the percentage of subprime loans in these census tracts is over 51%. NSP 2 funds are required to increase the affordable housing stock available to many of the displaced families living in the target areas and prevent further decline.

Use of funds
HFHI proposes to utilize the capacity and services of Habitat for Humanity of Greater Miami to:

  • purchase and rehabilitate homes and residential properties that have been abandoned or foreclosed upon in order to sell or redevelop such homes and properties (22 units);
  • demolish blighted structures (48 units); and
  • redevelop demolished or vacant properties as housing in the identified census tracts (90 units).

High levels of subprime mortgages, limited supply of affordable housing, damage from recent storms and an aging housing stock have contributed to the instability of the Miami target areas. With NSP 2 funds, Habitat will acquire and rehab foreclosed properties and will sell them to families earning less than 80% of the AMI. Because of the exorbitant cost to bring older homes up to the current code, Habitat will also demolish 48 homes and construct 48 new homes on the lots. New homes will sold to low-income families.

Habitat is coordinating with Miami-Dade County to stabilize target areas. As part of the Scott-Carver HOPE VI project located in the target area, Habitat completed 57 houses in 2008. Habitat has also rehabilitated 37 hurricane-damaged homes in the area using CDBG Disaster Relief Initiative. NSP 2 funds are critical to preventing further decline of these target areas.
