James has been living in his Habitat home for a few years now. Things are going very well for him. He’s a pretty handy guy and can usually fix things himself. But it’s been raining a lot lately and he’s noticed some water coming into the basement. Recently, the city had been working on the sewers a couple doors down from his home. James wanted to find out if he has a problem related to the sewer work. He called the city offices and they denied a problem existed, so James calls a contractor for advice.

The contractor arrived at James’ home in an unmarked truck with out-of-state plates. He handed James a list of suppliers recommending the contractor’s services. The contractor tried to get James to pay for half of the work up front. This contractor came recommended from a trusted friend. James is a bit confused.
