Fair Market Rent Affordability
This table compares fair market rents (FMRs), by state, to the hourly wage needed to afford the rent, and weekly work hours necessary at the current minimum wage to pay the rent. Housing "affordability" is defined as rent plus utilities comprising not more than 30 percent of income. (FMR and affordability guidelines set by the U.S. Department of Housing and Urban Development.)

FMRs are gross rent estimates; they include shelter rent and the cost of utilities, except telephone. HUD sets FMRs to assure that a sufficient supply of rental housing is available to its program participants.
*Because the minimum wage is higher in these states, FMRs have been adjusted to reflect those amounts.
