Job Description

Habitat for Humanity International (HFHI) is seeking an urban planning and water/sanitation/hygiene (WASH/WATSAN) expert to fill the role of Associate Director, Technical Program Management - Urban Planning & WATSAN. This key leadership position oversees a diverse team of technical specialists who are responsible for consulting and advising on the technical program services provided by Habitat for Humanity's national organizations in the Asia/Pacific region, including urban planning and development, water/sanitation/hygiene, advocacy, monitoring and evaluation, and construction technology/housing support services. This position will be based in Manila, Philippines at HFHI's regional office.

The Asia/Pacific office is Habitat for Humanity International's largest regional office, reaching over 35,000 families through construction efforts this past year. This position reports to the Senior Director of Asia/Pacific Operations and serves as a valuable resource to the Asia/Pacific Operations team and national organizations throughout the region.

For this position, we are seeking someone who is an excellent communicator, able to effectively interact with key government officials, NGO partners, senior leaders, and program experts throughout the organization.  The ideal candidate would be a strategic thinker, willing and able to promote thoughtful discussion and make decisions based on sound principles. 

Key areas of responsibility include:

*Lead the design, further development and evaluation of key program areas, especially around urban shelter responses, slum upgrades, and water/sanitation/hygiene activities.
*Support national organizations in strategic and business planning related to the relevant technical areas, and contribute to the Area Office strategic and business plans.
*Encourage national organizations and staff to implement Habitat for Humanity program initiatives and innovations and to take advantage of HFHI support for: appropriate construction technology, housing support services, monitoring and evaluation (M&E), advocacy and other technical and systems areas.
*Contribute to the development of global level strategies, policies, processes and initiatives related to relevant technical areas.
*Coordinate HFHI support of national organizations by HQ and regional program specialists. Coordination includes developing and directing specific program interventions and activities by HFHI program support staff and following-up to see that the best use of expertise and time has been made. *Monitor capacity of national organizations in the relevant technical areas and recommend initiatives and programs for building staff capacity as required.

Job Requirements

*Bachelor's degree in urban planning, or other related field like international development, international relations or non-profit management.
*7+ years of international development experience, including experience in urban planning and development as well as water/sanitation/hygiene.
*Demonstrated expertise in at least two key areas of oversight out of: water/sanitation/hygiene (WASH or WATSAN), urban planning and development, program design, monitoring and evaluation, advocacy, construction technology, housing support services.
*5+ years of management experience.
*Experience working in the Asia/Pacific region.
*Fluency in written and spoken English.
*Strong consulting, training and facilitation skills.
*Proficient in MS Office Suite (Outlook, Excel, Word, PowerPoint).


*Master’s degree in related field.
*Experience with Habitat for Humanity.
*Experience with the affordable shelter/housing sector.
*Fluency in another language of Asia/Pacific strongly preferred.
