Statement of intent
Habitat for Humanity International intends to make an application for Neighborhood Stabilization Program 2 funds to the U.S. Department of Housing and Urban Development. Awarded NSP2 funds will be used in activities that will rapidly arrest the decline of targeted neighborhood(s) that have been negatively affected by abandoned, foreclosed, or vacant properties. HFHI’s application will be national in scope, and will utilize the services and capacity of Habitat for Humanity of Collier County to complete NSP2 activities within this community.
All NSP2 funds will be used to benefit individuals whose income does not exceed 80% of Area Median Income. At least 25% of NSP2 funds will be used for purchase and redevelopment of abandoned and foreclosed-upon homes and residential properties to house individuals and families whose incomes do not exceed 50% of area median income.
Amount of funds
NSP2 funds will be awarded through a national competition in which eligible applicants will compete for up to $1.93 billion. HFHI will seek funds nationally, of which $9,000,000 is targeted for use within the target geography described below.

While overbuilding of units and over-valuation of housing has severely impacted the housing market in the neighborhoods of Naples Manor, Trail Acres and Airport Road in Naples, subprime mortgages on over-valued homes, combined with subsequent loss of construction industry employment, has created a\ glut of foreclosures in the low-income census tracts being targeted. In recent years, Naples and Collier County ranked as one of the most over-valued in the housing market nationwide. It is a unique location in that it has experienced the greatest growth of wealth and accumulation of luxury properties in the US. But, for every high end home sold, 10 working class homes are in trouble.
Habitat is the only provider of affordable housing in Collier County. NSP2 funds will be instrumental in helping Habitat acquire, rehabilitate and resell the ever increasing number of homes coming on the market to low income working families in need.
Use of funds
HFHI proposes to utilize the capacity and services of Habitat for Humanity of Collier County to:
- purchase and rehabilitate homes and residential properties that have been abandoned or foreclosed upon in order to sell or redevelop such homes and properties; (90 units)
- demolish blighted structures; (10 units) and
- redevelop demolished or vacant properties as housing in the identified census tracts (10 units).
Target areas in Collier County have suffered from a glut of foreclosed homes due to subprime lending, easily available credit and overbuilding. Additionally, the need for affordable workforce housing is great. Home prices in Naples are unaffordable to the average working class family. Habitat will use NSP 2 funds to purchase and rehabilitate 90 homes. Ten new homes will be constructed following the demolition of older, dilapidated houses.
Habitat is the only nonprofit affordable housing developer in the area and is coordinating with the City of Naples to stabilize the target areas. Prior to the recent crisis, Habitat played a key role in stabilizing the Naples Manor target area, once run-down and crime-ridden. In the last year, they have built more than 225 homes in the target areas and have purchased 46 additional homes for rehabilitation. NSP 2 funds are required to help these neighborhoods emerge from the current crisis and regain stability.
