Compliance Manager - Government Grants & Lending Resources

Job Description
Habitat for Humanity International seeks a Compliance Manager for its Government Grants and Lending Resources department. This department transfers approximately $10 - $14 million in federal grants annually to Habitat affiliates to help expand their efforts to provide affordable housing for low-income families.
This position is responsible for supervising the SHOP Compliance Officers and overseeeing the compliance functions of the Capacity Building Grant Officers as well as training and monitoring affiliate grant recipients' compliance with federal regulations (OMB A-133 audit requirements) through on-site and distance monitoring. This position is based in either Habitat for Humanity International's administrative headquarters in Atlanta, GA, or operational headquarters in Americus, GA.
Major Responsibilities include:
* Supervise the team to ensure affiliate grant recipients' compliance with federal and HFHI programmatic requirements, including making recommendations to Government Grants & Lending Resources Director concerning the team's management of their affiliate accounts; providing training and continuing education to the team regarding management of their affiliate accounts; working closely with SHOP Grant Manager and Capacity Bulding Grant Manager in recommending changes to the grant management process to meet ongoing HUD-mandated changes and other programmatic changes in order to improve program effectiveness and control
* Monitor a small number of affiliate, including coordinating monitoring visit dates with affiliates, conducting on-site monitoring compliance visits, monitoring and evaluating affiliates in accordance with federal OMB A-133 audit procedures, which includes program, federal statutory and regulatory requirements and financial record-keeping audit, issuing written findings and recommendatons for affiliate's corrective actions, monitoring affiliate documentation of corrective actions, recording and tracking affiliate compliance data in MS ACCESS database.
* Keep abreast of ongoing changes in federal requirements. Develop monitoring policies and procedures to implement those changes.
* Lead the team in updating affiliate SHOP and Capacity Building manuals, distance and on-site continuing education and other affiliate training resources regularly to reflect ongoing changes in federal and programmatic requriements. Assist in coordinating and planning mandatory conferences.
* Assist in the writing of annual SHOP and Capacity Building applications to HUD.
Job Requirements
* Bachelor's Degree or equivalent experience required
* 3-5 years related experience
* Valid driver's license required.
* 1 - 3 years of supervisory experience.
* Excellent written and oral communication skills for daily interactions with affiliates, department's staff, HFHI field staff, other HFHI departments.
* Ability to interpret complex federal regulations and knowledge of GAAP.
* Accounting, financial analysis and budgeting experience, auditing and government contract experience preferred.
* Skills in conducting training about federal regulations.
* Strong ability to work cross-functionally, collaboratively and professionally with team and grant departments.
