Job Description

As the Director - Human Resources, Learning & Organizational Development (HRLOD), you are responsible for developing, implementing and managing our most valuable resources (our employees) in addition to the organizational development programs, systems, policies, and procedures which support the amazing work of Habitat and that build our capacity within the Asia/Pacific region. You oversee the implementation of Habitat’s HR and Organizational Development plans and strategy for the region and are a strategic partner within the region.
You are a consummate communicator – skillfully able to interact effectively and fluidly with individuals from diverse background and cultures and with varying personalities. In addition to your remarkable communication skills, you bring a strong HR knowledge skillset, with a wide war chest of HR technical skills (i.e. compensation and benefits, employment, job evaluation, salary administration, performance management, talent management, and staff development.)
Based at our Area Office, located in Manila, Philippines, you report to the Vice President for the Asia/Pacific area and manage the HR and Learning & Organizational Development team. Additionally, this position requires some travel – perhaps up to 20% within the region with occasional trips to other Area Offices and the HQ in the US. As a key member of the AP Senior Management Team, you will contribute to other strategic decisions that affect the direction of Habitat for Humanity International within the AP region. You understand the need to keep sensitive matters in strict confidence.
The Director, Human Resources, Learning & Organizational Development will support and lead the HR/LOD department through the following seven key areas:
Policies and Strategies
Develop the HR/LOD strategy for the Asia-Pacific Area (in consultation with the HFHI Asia-Pacific Vice President, Directors and other stakeholders)
Management
Serve as the primary manager of all human resources activities for HFHI Local Hires and Expat Employees in Asia-Pacific.
Recruitment and Hiring
Oversee the recruitment, selection and hiring of new HFHI Local Hires and Expat Employees; closely partnering with the HQ HR throughout the recruitment process
Performance Management
Ensure the HFHI job planning and performance management system is established and implemented for both HFHI Local Hires and Expat Employees in the region
Compensation and Benefits
Review, provide recommendations, and approve area job descriptions for new and backfill positions; complete review and revision (when needed) for current, active positions
Communication
Inform the Area Vice President and Director International HR of all major HR problem areas, developments, and activities
Capacity Building for National Organizations
Mentor and counsel National Organization HR leaders in performing their role; maintaining regular contact too provide /obtain updates
Job Requirements
MINIMUM QUALIFICATIONS
• 8+ years in an HR/LOD function preferably at HR/LOD management level
• Bachelor’s Degree in related field
• Experience working in an international organization, preferably in an International NGO
• Cross-cultural management experiences an asset
• Demonstrated strong Training and mentoring/coaching skills
• English fluency (both written and spoken)
PREFERRED QUALIFICATIONS
• Masters highly preferred
• Knowledge of Asia/Pacific language beneficial
