TX, Austin - Construction Director

Job Description

Salary: Depends on experience

Qualifications:

  • Bacelor's degree plus five years of applicable experience, or high school education plus 10 years of applicable experience. 
  • Demonstrated experience in residential/mixed-use building construction, proven management/leadership abilities.

  • Must have an understanding of the mission, history, values and goals of our organization and be able to communicate this information to diverse groups of volunteers, sponsors and the community.

  • The ability to work effectively as a team member with staff and volunteers from all races, faiths and backgrounds is essential.
  • Must have a strong background in residential home construction, an absolute commitment to job safety and be computer literate.

Hours: Varied, flexible. Saturdays required and some evenings. General work schedule is Tuesday – Saturday.

Responsibilities: Oversee all aspects of Austin Habitat for Humanity’s construction process in a way that utilizes staff, volunteer labor and materials to produce quality homes in a safe affordable manner. Position will include scheduling; planning; procurement; working with subcontractors; site selection; working with architects, engineers, surveyors, and other professionals; zoning; building permits and inspections; site management; and the unique opportunity of working with volunteers. Specific duties include but are not limited to:

Construction preparation:

  • Work with executive director and real estate director to identify potential building sites.
  • Work with the executive director, volunteer services, development and communication and family services departments to develop an overall construction plan for each build season, including infrastructure and home construction.
  • Responsible for obtaining usable blueprints and site plans for Austin Habitat’s use; manage architectural catalog and construction specifications.
  • Adjust site and building plans as needed by site and family requirements. Maintain working drawings with adjustments.
  • Develop detailed schedules for each project.
  • Arrange for site plans, erosion drainage and surveys to be done. Check with local authorities to guarantee availability of gas, water, sewer and power. Order temporary power, restrooms, storage and security for build sites.
  • Apply for permits and inspections. Work with city/county on any additional requirements.
  • Be familiar with HFHI requirements and suggestions regarding building.
  • Advocate for and implement accessible and energy-efficient housing.
  • Explore new construction methods and new building materials, including “denser” housing models (row homes, attached product).

Construction management:

  • Supervise professional and volunteer construction personnel. Utilize existing skilled persons maximizing benefit.
  • Identify, recruit, train and support volunteer construction supervisors.
  • Provide training opportunities for volunteer construction supervisors.
  • Develop and maintain an overall plan for construction.
  • Lead construction staff meetings and communicate plans with all staff.
  • Work affiliate staff to ensure that volunteers and partner families are productively involved in the construction process.  
  • Work closely with the volunteer director to apprise her of volunteer and skill needs and cooperate with scheduling of volunteer groups.
  • Attend special events and conferences as appropriate.
  • Work with leaders to implement safety program and assure staff or volunteer leader has licensure or credentials needed for specific duties (when required).
  • Ensure compliance with all grant requirements, including City of Austin’s Green Building program and SMART Housing; work with grants manager to ensure compliance.
  • Create and management department budget, warehouse/office budget and capital expenditures.
  • Ensure all projects completed within budget and department expenditures are within budget.
  • Manage pre-volunteer construction operations, including all aspects of site work, utility set-up, grading, foundations, flatwork, and required permits and inspections.
  • Manage all aspects of construction staff and construction work of AmeriCorps members.
  • Lead weekly meeting for construction department.
  • Attend and contribute to weekly department director meetings.
  • Attend and contribute to bi-weekly production meetings.
  • Foster a positive and efficient work environment for the construction team, AHFH staff and all volunteers; uphold AHFH mission and values in all aspects of the position.

Construction procedure:

  • Secure contracts to subs and ensure timely and accurate completion.
  • Order inspections, and ensure that houses are built to code.
  • Use in-kind material and labor when possible.
  • Provide updates regarding estimated completion dates.
  • Responsible for projects until complete and sold to homeowner.
  • Responsible for warranty work including, but not limited to, sub work, improper drainage and appliances.
  • Oversee final walk through with partner family, ensure punch lists are completed.

Materials and labor procurement:

  • Ensure timely clear communication with contractors and vendors. Develop effective working relationships.
  • Responsible for ordering correct quantity and having materials delivered on time.
  • Maintain connections to suppliers.
  • Negotiate prices and timelines for sub-contracted labor and materials, use bidding process when applicable and oversee quality control.
  • Be prepared to purchase supplies for inventory when on sale.
  • Organize, inventory and maintain the affiliates trailers, tools and construction warehouse, storage yard and storage trailers.
  • Follow appropriate procurement requirements.

Management of information:

  • Develop and maintain purchase order system and approve all construction-related invoices (and code appropriately).
  • Record and estimate value of in-kind gifts.
  • Develop and use budgets for home construction and tool and trailer acquisition.
  • Maintain and ensure regular repair schedule for all construction vehicles, construction equipment and tools and construction warehouse/office needs with landlord.
  • Manage departmental accounting of material and subcontractor invoices, credit cards, Habitat Gift-in-Kind statements and donations.

Additional responsibilities:

  • Work with the executive director and CFO to prepare an annual budget for home construction and provide monthly updates.
  • Make informational presentations to churches, business, civic organizations and other volunteer groups as needed.
  • Teach construction classes to homebuyers/owners.
  • Other duties as assigned.
