Habitat for Humanity celebrates the passage of the bipartisan 21st Century ROAD to Housing Act
ATLANTA (June 24, 2026) — Habitat for Humanity applauds Congress’ passage of the bipartisan 21st Century ROAD to Housing Act. This historic, bipartisan legislation will bring homeownership within reach for more Americans by tackling longstanding barriers in the housing system. It includes more than 50 provisions touching nearly every part of the housing sector, delivering long-overdue reforms that expand supply, modernize housing programs, and drive innovative solutions to address the nation’s growing housing affordability crisis.
“Housing affordability is an issue impacting all Americans, from rural to suburban to urban communities, alike,” says Jonathan Reckford, chief executive officer at Habitat for Humanity International. “With the passage of this major legislative package, Congress has demonstrated strong, bipartisan leadership by coming to an agreement and taking a critical step in addressing the nation’s housing affordability challenge.”
Habitat for Humanity influenced numerous elements of this legislation through years of close work with congressional offices and through sustained advocacy from Habitat for Humanity International and Habitat organizations located across all 50 states and Washington, D.C. Habitat worked with congressional staff to directly shape legislative text and met with over 300 congressional offices in February to urge Congress to finalize the bill.
In particular, Habitat applauds the 21st Century ROAD to Housing Act’s focus on reauthorizing and strengthening the HOME Investment Partnerships Program to ensure organizations like Habitat can continue building and preserving affordable homes, while improving program efficiency and impact. The new Whole Home Repairs Act and improvements to the Rural Housing Service, Community Development Block Grant and CDBG-Disaster Recovery also contribute to this historic legislation’s impact.
Habitat for Humanity has long called for comprehensive, bipartisan action to address the nation’s growing housing crisis. The 21st Century ROAD to Housing Act represents a significant and meaningful step in that direction.
