Unlock Housing Potential in Croatia: Financial Consultancy Opportunity

Habitat for Humanity International (EME) seeks a qualified consultant to explore financial instruments for renovating vacant spaces in Croatia. This impactful research will identify best practices across the EU to address housing shortages and enhance community livability.


Are you an expert in financial policy and European markets with a passion for housing solutions?



The primary objectives of this study are:
  • To identify and analyze financial instruments and mechanisms that facilitate the renovation of vacant spaces.
  • To map the existing frameworks for rent subsidies, rent setting, indexing, and regulation in the selected countries.
  • To evaluate government investments, including grants, equity shares, public loans, and operating subsidies for housing providers.
  • To assess the effectiveness of guarantees, mortgage insurance, and special-purpose financial intermediaries in supporting housing renovation.
  • To explore the role of revolving funds, subsidized loans for special purpose institutions, housing allowances, and bond schemes in facilitating housing renovations.
  • To compile best practices and case studies from EU countries that exemplify successful financial strategies for the renovation of vacant spaces.

Required competencies and experience:
It could be a consultancy company or a licensed freelance consultant. The consultant should have a combination of the following skills and competencies:
  • Strong expertise in market research and financial policy,
  • Minimum 5 years of experience in European markets,
  • At least 3 references from similar consulting assignments,
  • Fluency in English (Croatian is an asset)
  • Experience in housing, urban planning, or public policy is preferred
  • Deliverables within a 7-month timeframe include: comprehensive analysis, stakeholder insights, and actionable recommendations.
