New Ministry of Housing signals stronger focus on Zambia's housing sector
The Government of Zambia has recently established a standalone Ministry of Housing, marking a significant milestone for the country’s housing sector and elevating housing as a national development priority.
Previously administered under the Ministry of Infrastructure, Housing and Urban Development, housing will now have a dedicated ministry focused on providing leadership and coordination to address the country’s housing challenges. The move presents an opportunity for greater institutional focus and a more coordinated response to expanding access to safe, decent and affordable housing.
The development comes at a critical time.
Zambia faces a housing deficit of more than 1.5 million units, while the National Housing Policy estimates that approximately 222,000 housing units must be delivered annually to address current and future demand. Without accelerated investment and coordinated action, the housing gap is projected to continue growing in the coming years.
For Habitat for Humanity Zambia, the establishment of the ministry reflects a development long advocated for through policy engagement and submissions to Parliament. Alongside other stakeholders in the housing sector, Habitat Zambia has consistently emphasized the importance of strengthening institutional attention to housing and positioning it as a national development priority.
The creation of the ministry provides an opportunity to advance dialogue and collaboration across government, the private sector, civil society and development partners. Stronger coordination can help support housing policy implementation, attract investment and create an enabling environment for solutions that respond to the needs of low-income households.
Beyond addressing the housing deficit, stronger institutional leadership presents an opportunity to position housing as a driver of economic growth, job creation and more resilient communities. It can also help strengthen collaboration between government, the private sector, civil society and development partners to advance practical solutions, particularly for low-income households.
We look forward to continued engagement with government and other stakeholders to advance policies and partnerships that expand access to adequate housing and contribute to the country’s broader development goals.
